Being a Medical Doctor who also has a Masters in Public Health (MD, MPH), I have particular expertise in Program Management in the field of Infectious Disease.

Most recently, I have developed very successful programs in highly competitive and demanding work environments in New York City.  One particular program that I conceived of, designed, planned, and executed, introduced "Realtime Monitoring of Antibiotic Use" at a Community Hospital in New York City.  The program's controls were intended to contain resistance, improve patient safety, and strengthen quality of service. The program's success brought the side benefit of reducing antibiotic costs at the hospital by over 30%.

Serving as a pilot, this program has now been implemented across hospitals in New York State with the encouragement of the New York State Public Health Department.  The State Public Health Department asked me to join the committee to help with the statewide governance and rollout of this program.

Amongst numerous leadership assignments in my native country of Honduras, I would like to highlight my efforts as chief doctor for a rural sector in Honduras.  In this capacity, I was in charge of all health care delivery for over 10,000 people.  As well as acting as a practicing physician, I managed all of the health care professionals and health care delivery in this region.  During my time in this leadership role, I augmented the traditional clinical role played by the health care professionals with many preventative projects focused on public health.  These projects included improvements to the water supply and sanitation (latrine construction) as well as the training of key female village leaders in basic health care techniques.  The most important benefit of this training was enabling these leaders to discern between minor medical problems that could be managed onsite and more significant issues that required immediate clinical attention.

Currently, I am the chair of the NGO Health Committee that is a 501c3 not-for profit and maintains consultative status with the ECOSOC.  I am an elected member to the National Awards Committee for the American Public Health Association (APHA).  This committee grants all APHA awards presented at the APHA's annual convention: a forum that draws in excess of 12,000 attendees.  I am also the Treasurer of and Awards Coordinator for the National Latino Caucus of the APHA.

I am presenlty coordinating performance improvement programs in the area of outpatient behavioral health for Lutheran Family Health Centers Network in Brooklyn, NY.

My driving desire is to apply my expertise and skills in international health delivery program management and bring benefits to many developing nations such as the one from which I come, Honduras.
